How to register as a City of San Antonio vendor (SAePS)

What you need, the steps in order, and the mistakes that cost contractors bid notices.

Updated October 22, 2026

The City of San Antonio uses SAePS (San Antonio e-Procurement System) for vendor registration and for responses to solicitations for goods and supplies, professional services and other services (the City lists janitorial, landscaping, electrical, plumbing and HVAC as examples). Many construction projects are posted on the City's Bid & Contract Opportunities page with instructions to bid through CivCast. Always follow the "how to respond" line in the posting.

Before you start

Step by step

  1. Pre-register. From the City's Become a Vendor page, choose New Vendor Registration and complete the form (company name, Federal Tax ID, procurement contact, address) and accept the Data Privacy Statement.
  2. Wait for credentials. Vendor Support emails your SAePS User ID (Supplier ID) and a temporary password, within 48 business hours according to the City, after checking your Tax ID and that you don't already have a profile.
  3. Log in and set a password. The password must be 8 to 10 characters with an uppercase letter, a lowercase letter, a number and a special character. Set a security question so you can reset it yourself.
  4. Complete the Vendor Profile. All questions must be answered to be a fully registered vendor.
  5. Add your NIGP codes. These five-digit codes decide which solicitations show up under My Bids and are emailed to you. Add every code that fits your work. Other Bids shows everything else.
Tip: NIGP matching only catches what the City coded the way you expect. Check the Bid & Contract Opportunities page (or a daily digest) as well, so a mis-coded job doesn't slip past.

Questions

How long does SAePS registration take?

The online form takes a few minutes. The City says Vendor Support sends your login credentials within 48 business hours. Then you finish your profile and NIGP codes.

Do I need SAePS to bid City construction projects?

Many City construction projects are bid through CivCast instead. Each posting states how to submit. Registering in SAePS is still how you become a City vendor and get notices for goods and services work.

Can more than one person at my company get the notices?

The City allows one account and one notification email per vendor, so use a shared mailbox and forward from there.
