In Texas, public agencies pick engineers and architects based on qualifications, not price (the Professional Services Procurement Act, Texas Government Code Chapter 2254). That's why design work is usually posted as an RFQ (Request for Qualifications). Many are on-call or IDIQ contracts that run for years.

Questions
Why are engineering contracts RFQs and not bids?
Texas law (Government Code Chapter 2254) has public agencies choose architects, engineers and surveyors on demonstrated competence and qualifications first, then negotiate a fair price with the top firm.
What is an IDIQ contract?
Indefinite delivery, indefinite quantity. The agency selects one or more firms for a term and issues task orders as projects come up. VIA and other agencies use them for design services.
Can a small firm compete on these?
Yes. Many RFQs have small-business goals, and large prime firms look for small subconsultants to meet them. The pre-submittal meeting sign-in sheet is a good way to find teaming partners.
